Membership Meeting Minutes - Sept 9th, 2010
Two CDDS members were elected to serve on the Nominating Committee: - Bill Argo and Thomas Griffin.


EC Minutes of the Sept 7, 2010 Mtg

Attending: K.Moore, S.Fisher, C.Smaha, P.Fraysure, M.Wright, A.Loden, M.Loden, A.Peters, J.Harrington, L.Holliday, D.Benton

Treas Report: Discussion of Increasing Mtg meal costs. Discussion of Legislative reception expenses over last several years that have been increasing.Motion made, seconded and unanimously approved to have a cash bar for members and spouse/guests but have complimentary beverages for the Legislators.

Legislative Report: Amber Lawson updated the group on the recent primary elections and some runoff activity leading up to the Nov.2nd General elections.  We will have Reception notices out to winners as they are determined on Nov.2nd. She encouraged the group to be involved with the candidates and help fill any gaps in the contact dentist assignments to maximize our efforts.

GADPAC: Paul Fraysure assured the EC that the GADPAC funds were being delivered by the contact dentists and Conference calls were scheduled to stay updated on the runoff elections prior to Nov.2nd.  He also encouraged renewed resolve to keep the PAC strong by asking everyone to be a supporter at GDA dues renewal time! SUPPORT YOUR PAC!!!

BOT report: Alfred Peters, See report. Alfred asked all present to be familiar with the White Paper re.Martha Phillips.

ADA Delegation: Kara updated us on the Activities of the Delegation. See Report. She encouraged the EC to ask their colleagues to promote familiarity with the GDA White Paper as published in the recent issue of GDAction.  Kara admitted that this would be one of the most important House of Delegates in recent history of the ADA coming this October.

Jay Harrington summarized the different groups that are lining up on opposite sides of the mid-level provider issue.  He will be at the HOD in Orlando to "battle it out" along side Kara and the rest of the GDA Delegation.

Recruitment and Retention: Ched Smaha diligently noted updated non-renewals from Pam at the GDA office and asked assistance in contacting those individuals encouraging renewal in membership. He noted that the GDA is working with Dr's under financial strain to keep their membership active!

New Dentist Reception will be held on Oct.14, 2010 at the home of Katy and Cameron Garvin.  Reminder that this event is for individuals and spouses out of dental school ten years or less.  The GDA office will assist in getting a mailout done for this event.

Lindsay Holliday noted that we will need to nominate two at-large members of the nominating committee at the meeting on Thursday evening.  Kara has it on her agenda.

Awards Cmt: Don Benton standing in for the vacationing Deena Holliman-Smith. He passed on her info to the group.

Peer Review: Kara noted that Greg Burns has agreed to the position held by Thomas Woodcock for the past many years. Thomas will be at the Thursday meeting and will be recognized for his service to the district in his capacity as Peer Review Committee Chairman.

New Business: Pres.Kara requested nominations from the group regarding the GDA dues statement Voluntary checkoff.  After some discussion the Rehoboth Life Care Dental Clinic will be added to our district statement this fall as an option for voluntary giving.

No other business ,meeting adjourned at 8:27 pm.

President's Message

Dear Colleagues,
   
I would like to say THANK YOU to everyone who attended our first meeting in September.  We had a record attendance and I hope everyone enjoyed themselves.  We are so blessed to have such knowledgeable leadership (Jay and Martha) informing us of local, state and national issues.  For everyone who wasn't there you missed  a crash course about what we are facing with mid-level providers.  Please educate yourself or ask some of your colleagues what we are up against and get yourself up to speed!
       Our next meeting in November will be equally important.  As usual prior to our speaker you will get an update on what the American Dental Association plans to do with our scope of practice.  In this issue there will not be an ADA update as usual.  The House of Delegates of the ADA concludes its meeting after the printing of our newsletter.  I hope that by the time you read this I will be able to say that the ADA took a stand against all those who are deceiving the public into thinking mid-level providers are the answer to all of the nations dental problems.  You will have to be at the meeting to find out!  Regardless of what the ADA’s final decision is….the battle will rage on.  We still have plenty of other issues that will be bombarding us this year on the state and national level.  I look forward to seeing everyone in November at both the district meeting and the legislative reception!

Highlights from the Board of Trustees:
 
*GHSU School of Dental Medicine new building will be completed in 2011.  Class size will be approx. 70-80 students.  Increasing to 100 by 2016.
 
*GDA sent out the 2010 on-line member survey in Sept.  If you have not completed your survey, please do so by Oct. 8th.  Go to www.gdasurvey.org to complete this survey.  Completing on-line saves time and money for the GDA.
 
*The Ga. Mission of Mercy (G.M.O.M.) task force is gathering the names and emails of all individuals who are interested in volunteering in August 2011 for the event in Woodstock, Ga.  Email Courtney Layfield at layfield@gadental.org if you wish to be placed on the email list or visit www.georgiamissionofmercy.org to sign up for email alerts.

By the time you read this newsletter, the 2010 general election will be over, but your support for our profession and its future is still needed. The way you can support your profession is by contributing to GADPAC. It is but a small price to pay to be sure that we get the right friends of dentistry elected to state offices. The problem with being Obsessive Compulsive

    This is a tough op ed to write.  Tough, because last time I gave you the preparation stage of this year’s annual meeting and this time we are not there yet.  Jay, Kara and I leave Friday for Orlando and by the time you read this we will be back.  Jay is getting high marks as a President and Kara has all of the tools, she just need enough time to meet more people nationally and there will not be a better delegate in the House.  At least both of these guys think like you and they will represent you regardless of what faces them.

    The problem with us as a profession is that we are too obsessive compulsive.  This is why we can make it as dentists.  We know from the start that we have to worry about every little millimeter.  When a problem comes into the office, it is our job to solve it.  These salvage jobs are sometimes clear cut and sometimes they are pretty squirrelly.  Then we have to tell the patient what the fees will be to accomplish the task.  Often, we are back to the drawing board for Plan B. 

    Well, this is a little bit like what is going on in our profession today.  We have presented to the people (aka patients) of this country (and to the world if you use the big WE) a treatment plan.  The treatment plan is to save your teeth.  One of the problems is that we have done a very good job of convincing everyone that it is IMPORTANT to save these teeth.  Now, comes another problem.  Modern technology and cultural requirements (think OSHA, etc.) have caused the fees related to dentistry to escalate.  While I don't know what a $1,000 of dental care today cost in 1970, a lot of people are starting to think that we charge too much.

    Whether we do or don't, the involvement of third parties (think dental insurance and Medicaid) has caused other people to think about how much we do charge.  This is also known as how much dentistry cost, to them.  Then we throw in the concern over Access to Care for those who are deemed to be unable to pay for these costs.  Now, we have a reasonable segment of the population who can't or don't want to pay for our service who believe that the service is good, but they are being left out. 

    Government has made an effort to pay for Medicaid coverage for forty years, but whenever they get in a crunch, dentistry is the first one to be dropped or reduced.  Go figure.  Now the Foundations (Pew, Kellogg, Macy, etc) have decided that their mission in life is to provide a more affordable option for these people who need dental care and are being denied access because of their economics.  They have decided that the mid-level provider model from New Zealand, Australia, and Canada that we have been discussing in recent articles is just the thing for us. Data for the value of these models is not readily available even though they have been around for about 80 years in one form or another.  Rumors have it that the at least one of the Foundations has data, but it supports the old system and not the mid-level provider one that they are pushing.

    Now back to being obsessive compulsive.  A lot of people in our organization are scared to death of these outside influences including the Foundations.  After all, they have more real money that the U.S. government.  So these people (and there are a lot of them) are convinced that we have to come up with a solution that will placate the Foundations.  These ADA operatives (staff, officers, etc.) have made believers out of a lot of the members in the HOD.  Now, there are around 950 delegates and alternate delegates in the House.  This makes for a lot of different ideas about how to solve this problem.  Too many ideas will make the effort to solve the various outside attacks on dentistry very hard to sort out.  I believe that with modifications the old model will serve us very well.  I also know that the meeting in Orlando could be a disaster.  Don't miss the November meeting, Jay and Kara will have lots to tell you about the future of dentistry and your practice.

Dear Colleagues,

    I am very excited about being your president for the upcoming year.  Dr. Alfred Peters has some great speakers lined up for all of us, but (as usual) the most important meeting of the year is the upcoming officer visit on September 9th.    Our annual officer visit will be your chance to hear what will be affecting us for the upcoming year.  If you aren't informed of what is going on, you won't be able to help!  So, please try to attend this very important meeting.  We, the central district, are very fortunate to have one of our own as the GDA president during this very trying year.  Dr. Jay Harrington has promised us that this year will be a great one so I hope you will assist him with all of his endeavors.  One great way to show Jay that we all support him is by being at both the meetings and our district law day.  Let’s all show him how much we appreciate what he has volunteered to do by hearing his Presidents report at the Sept 9th meeting!
    We have a lot of new people in leadership positions and serving on committees this year.  I am excited to have so many new faces getting involved, but there is always room for more.   If you would like to serve in any capacity please let me know.  No experience needed!

By the time you get this newsletter, the runoffs will be over, and we will know who the Republican and Democratic candidates are in the November general election.  Your state GADPAC committee has been hard at work making contributions to our friends of dentistry under the Gold Dome in Atlanta.  What we need now is for each and everyone of you to be active in a political camp for whomever you feel led to support, whether it be for governor, secretary of state, insurance commissioner, or another public official.  The more political contacts we can make in Atlanta and across the state, win or lose, the stronger our voice for dentistry will be.  What helps dentistry to be heard is the respect that we garnish through our contact dentist program.  For the sake of the citizens of Georgia and the profession of dentistry, it is imperative that we actively participate in the electoral process by helping with someone's campaign and most of all by voting.  Just by having someone in the right place at the right time, may be the contact that we need to educate a state legislator or public official on a very crucial piece of legislation.  Be a grass roots dentist, participate in the American dream, and most of all, VOTE!

November 2nd is quickly approaching and I encourage each of you to take an active part in this very important election year.  Do your research, talk to fellow dentists and get out there and vote.   There is going to be a large legislative turnover this year so YOUR legislative contacts will be more important than ever.  You all have the opportunity to meet our new legislators at the Central District Legislative Reception on Tuesday, November 30th at The Brickyard Golf Club from 7-9.

ADA report

    As we are edging closer to another ADA house of delegates the campaigning has begun.  There are 4 candidates running for ADA President elect.  At the July annual meting, we were able to hear all of them speak on their respective platforms and about issues facing the ADA.  One candidate in particular blatantly stated that they thought the ADA should support every state’s individual initiative, no matter what that might be.  In other words, if a state wants to welcome Mid-level providers then the ADA should support them in that effort.  All of our delegation disagreed with that whole heartedly.  That is exactly the mindset that we as your ADA 5th district delegation are fighting against. There are currently 22 states that have some type of mid-level provider activity currently being talked about in their state.  The ADA needs to have a firm stance and if a state chooses to go against that, they can but not with the ADA’s support.

I know I've said this before but please call all of your schoolmates, friends and colleagues from other states and encourage them to talk with their delegates.  The ADA needs to have a strong position on who should deliver care to our patients.  Only then can we stop the Pew foundation from pushing failed dental models that have no data to support their successfulness all in the name of access to care.  Georgia will be taking our voice and our white paper with us to Orlando to tell other states that it is okay to “just say no”  to mid-level providers

When I was asked to write an Op Ed piece for the CDDS Newsletter, things were hot on the mid-level provider topic and I was happy to share some information with you guys.  The nice thing about an Op Ed piece is that once you explain that this is only my opinion and not that of the CDDS Dental Society, the GDA, the ADA or anyone considered sane, you can say almost anything that you want, because if people disagree with you, you are considered insane and no one cares.  Well, this is my opinion. 

    I thought that it would be hard to come up with topics, but the truth is that the real problem is picking which topics to cover.  Today, we are still talking about mid-level providers.  Only, the topic is not hot anymore.  It is sizzling. 

    Thanks to a band of members who went to the GDA Board of Trustees meeting in January, the Georgia Dental Association passed a resolution and sent it to the GDA House of Delegates for ratification.  This resolution called for the President to appoint a Task Force to study ways to protect the patients of Georgia from undereducated dental personal who would perform procedures considered by the Georgia Dental Practice Act as practicing dentistry.

    The result is the White Paper on Georgia’s Oral Health Status, Access to and Utilization of Oral Health Care Services.  So, what does this mean to you? 
    1 – It gives you and your Association a tool to use to work with parties in Georgia
        who are interested in Oral Health.
    2 – It proves that the mid-level provider that is being touted as the answer to
        Access to Care problems in our country is failing around the world.
    3 – It points out that Medicine has not solved Access to Care problems with
        mid-level providers, why will dentistry?
    4 - It makes the case that the current dental model is the most efficient tool to
        deliver dentistry in the world.

    So how does this help you?  Well if you and the GDA don’t do anything with this White Paper, it will do nothing.  What YOU need to do is get an electronic copy of the White Paper from me or the GDA and send it to your friends around the country.  You think that because I tell you about all of this stuff that your friends also understand the perils facing the profession today.  They do not have a clue.  They need to know that if the ADA relaxes policy concerning who can cut and perform surgery at this year’s House of Delegates in Orlando, their future and the future of their patients will be seriously changed.  They need to contact their ADA delegates and let them know how they feel.  If you need to know more, call me or any of your officers and delegates.  There is not enough space for me to write all that I would like to write.  However, I am going to tell you a story that will help you understand how important your calls and e-mails will be. 

    Last week, a patient was reading a book on Dietrich Bonhoeffer.  I asked her why in the world she was reading this book when there were so many less weighty choices out there.  She exclaimed it was fascinating.  She went on to say that in Germany after WWI, Dietrich Bonhoeffer predicted what was going to happen as Hitler began building his power base.  He was very outspoken.  My friend went on to explain that what happened was that “good men were too polite to speak up.”  This caused me to recall the words of one of our founding fathers who warned what happened when “good men did nothing.” 

    Therefore, here is the “ask”.  I would like for each of you to call a friend in another state (not Ga, Al, and Miss) and tell them that the ADA may rescind policy that will prevent non-dentists from performing irreversible (surgical and cutting) procedures at this years House of Delegates in Orlando in October.  Tell them that they need to let their ADA delegates know if this is a concern to them.  Once again, if you have questions on the project call Jay, Kara, your officers or me.  We are very close to allowing non-dentist to drill teeth if that says it better.  And by the way, to you specialists, if you wonder what will happen when non-dentists can drill teeth, I will tell you. We lowly generalists will separate more files in our root canals, and break off more teeth during extractions than we have in the past, because we are going to do more of them.  We will also do more perio and we will all take invisalign courses.  So, it might be a good idea for the specialists to make some calls too. 

    In the end they killed ole Dietrich for speaking out.  Fortunately, this will not happen here to you personally.  But if you don’t speak out now, they WILL KILL THE DENTAL PROFESSION.  Play or Pass??

Dental Health: Shirley Fisher needs submissions to GDA office.The CDDS needs a contact person for the Special Smiles Bowling event in Warner Robins on Aug.21,2010.  Margaret Moore is working with this project to make it a success. M.Loden will let the GDA office know our contact person. 

Ched Smaha : recruitment and retention suggested that GDA membership Plaques be presented to the new District Members at the Sept. meeting as part of the meeting itinerary. This would promote attendance of the new members and allow a nicer introduction into the Dental Community. 

D.Benton will coordinate with Pam at the GDA office to be certain they are received in time.
New Dentist Liaison will be Katy Garvin, Vote unanimously to approve funds for a new dentist reception in the Fall,Suggestion that Greg Earls of Patterson Dental to help offset the expenses with in-kind donations etc. 

Legislative: A.Lawson noted that Legislative Reception will be held at the Brickyard on Nov.30,2010. Spouses will be invited as well again this year!

GADPAC: P.Fraysure noted conference call due in a few weeks as well as primary races that will be decided in July for the general Election in November. Paul emphasized getting involved in races of candidates that we know and don't know because there are going to be many critical issues and a lot of new faces at the Golden Dome.

ADA Delegation: See Kara's Report. 

L.Holliday noted that we have been working on the By-laws change to get our District in consistency with other Districts regarding Delegate roll-ups and roll-off.  We will need a vote at the membership mtg on Thursday night to approve changes.

Motion made, seconded, and approved for Kara to preside at Thursday meeting in Roy's absence.
Kara Noted that her planning Session would be July 16, prior to the GDA annual session at Amelia Island.
Deena H-S needs nominations for Community Service award and Honorable Fellow Please review criteria in GDA Sourcebook to discuss at Planning session in July. 

K.Mathews term is expiring as our representative to the Finance Cmt We will need to select a new representative for next year at Sept.EC Mtg. 

No other business before the EC Kara thanked all for attending, adjourned by acclamation at 8:40pm.


Two days later, at the May 13 meeting, the proposed changes to the Bylaws were voted on and passed.

-Consider attending ADA’s annual session in Orlando
-GDA hopes to help re-introduce legislation concerning single administrator for S-CHIP program and for Prompt Pay for Insurance since Gov. Perdue vetoed both items that were successfully passed by house and senate
-PDRS is doing well.  If you are not using them for your collections, please consider doing so.  It will be an easy transition.
-BOT approved the Patient protection task forces’ “white paper on Georgia’s oral health status, access to care and utilization of oral health care services”  Please take the time to read this paper if you would like a copy emailed to you please contact one of your officers or the GDA.
-If you are a contact dentist for ANY state elected official please let your legislative representative know (Amber Lawson)
-The GDA’s Mission of Mercy project is in full swing.  The board approved placing an optional $25 check off on the next dues statements.  Please consider donating to the cause and/or becoming a volunteer.

Nominating Committee -
It shall be a policy of the CDDS that the Nominating Committee shall consist of the following:
1. Immediate Past President of the CDDS
2. Chairman of the CDDS Delegation to GDA House of Delegates
3. The Senior ADA Delegate or Alternate ADA Delegate
4. Two members at large from the CDDS. (These members will be elected at the September meeting of this Society. Nomination will be accepted from the floor

The Nominating Committee will present its slate of candidates for current CDDS elected positions at the February meeting of this Society.

Election of Officers and Delegate positions will be held at the CDDS February meeting.  





Attention Bylaws change to be voted on at May 13th meeting.
The new bylaws will read...
Annual Roll-up of Delegates:  Each member of the delegation, other than the chairman, moves up one slot annually so that one alternate delegat is added to the delegation each year.  Upon a delegate's or alternate delegate's annual re-election he or she shall roll up one place on the delegation for a maximum of (seven) NINE years.  Following a delegation roll up, and after serving the maximum number of terms as Chairman, a member must not serve as an alternate or a delegate for one year.
