Dear Colleague,
Since our last meeting on September 23rd, the ADA has just completed another annual meeting. Thanks to Ty Ivey for representing us in Hawaii. Look for Ty's report in this newsletter.
Coming up of course is our business meeting on November 18th. Annual Hygiene awards will be given to the recipients at this meeting, and we will have Dr. John Ivanhoe from MCG speaking to us about Sleep Apnea.
Another important date is November 30th. This is our annual Legislative Reception held at the Macon City Club.Please plan to attend so you can meet and talk with your legislators. Last year we had a great turnout, and Bill Argo is working hard to make this year a success.
Make plans now for January 20, 2000, and look for more details to follow. We are making plans for a Spouse's Social at the Georgia Music Hall of Fame.This is a good thing--we need to have our spouses involved. Most importantly this needs to be fun,enjoyable and successful.
Since this is the last newsletter of the year, have a Happy Thanksgiving and a safe Holiday Season. See you on November 18th.

Executive Committee Minutes

Dr. Harrington called the meeting to order.
Dr. McCroba gave the Treasurers report
Dr. Benton announced membership totals of 216 members in the Central District and 87 non-members. He emphasized members getting involved in enlisting non-members to join.
Dr. Fraysure reported on GDA business. GDA is requesting each district to conduct a state sponsored C.E. course between now and August 2000.
Dr. Fraysure informed membership that ADA dues statements would go out October 1, 1999.
Dr. Fraysure announced that any member with a web page can link to the GDA.
Dr. Argo presented a motion to nominate Dr. Jim Hall for the position of Delegate at Large to the ADA from Georgia. Motion to nominate was seconded and motion passed unanimously.
Dr. Argo reported on the Legislative reception to be held at the City Club on Tuesday November 30, 1999.
Dr. Ivey announced the Norwood-Dingle bill is several weeks from coming to a vote. He urged members to write their Congressman in support of the bill.
Dr. Bowman reviewed changes in the Constitution & By-Laws. These changes are to be voted on by membership at the September 23 CDDS meeting. Approval was given by the Executive Committee for the printing of the new Constitution & By-Laws to be done by the November meeting.
Dr. Powers reminded members of the Dr./Staff C.E. meeting October 29, 1999.
Dr. Argo stressed the need to have CPR certification updated by December 31, 1999.
Dr. Harrington thanked Dr. Sheila Shah for chairing the senior citizens project- Your Smile Is Timeless.
Dr. Harrington announced spokesperson training on November 5, 1999.
Dr.Harrington reported on the spouse social at the Georgia Music Hall of Fame on Jan. 20, 2000. More details regarding the specifics of the event to follow on next newsletter.
There being no further business, the meeting was adjourned.

Members in the News:
D.T. Walton, Jr. was appointed to the Ga Department of Community Affairs by Gov. Roy Barnes. DCA serves as the board of the Ga Housing and Finance Authority and the Ga Music Hall of Fame Authority. DCA assists local authorities with downtown revitalization, river and transportation corridor enhancements, livable neighborhoods and recreational and tourism opportunities. (Macon Telegraph 10-23-99 )
Dental Practice Act
DPA was challenged in Bibb Co. by Mr. Jimmy Wrzesinski who claimed that the state law on dentistry encourages a monopoly and denies citizens the right to transact business without discrimination since there is no right to practice dentistry without a license or state regulation. Mr. Wrzesinski was charged in 1996 with the crime of practicing dentistry without a license and later filed several motions attacking the constitutionality of the state law governing dentistry.
Bibb County Superior Court Judge Walker P. Johnson said that since the health and welfare of the public is at state, the profession of dentistry "is a logical subject for regulation..." Mr. Wrzesinski was sentenced to 12 months on probation and fined $500. (Macon Telegraph 10-19-99)

Summary of the ADA House of Delegates actions in Honolulu:
1. Maxillofacial Radiology was recognized as a dental specialty by meeting all required criteria. The American Academy of Oral and Maxillofacial Radiology (AAOMR) reported that there are currently 112 board certified oral and maxillofacial radiologists. Endodontics was the last specialty recognized in 1963. There are now 9 recognized specialties in dentistry. Both Dental Anesthesiology and Oral Medicine were denied recognition because they did not meet all of the required criteria.
2. ADA dues will be $395 for the following year. This represents a $13 increase over last year. The increase was necessary to pay for new program and operational expenses.
3. The DR campaign will continue for another 3 years --- funded at 2.5 million per year.
4. The Dental Indicators programs was abandoned because the HOD felt that the indicators might be used against ADA members in dealing with third party payers and in other matters.
5. Dr. Jim Hall, President of the ADA Electronic Commerce Company, gave a powerpoint slide presentation to the House of Delegates that demonstrated the ADA Electronic Commerce Company's Marketplace on the Internet.
