- Jay Harrington, DDS
Dear Colleague:
It is time to begin a New Year, and your district has been very busy making plans to take us into the 21st century. At times it is difficult to keep up with all that is happening not only with your practice and family but also with your Central District. Please read your newsletter and keep it handy. There are important dates and announcements to help keep you informed of what is happening in the Central District and in the State.
Please make plans now to attend the district meeting September 23rd. This is the most important meeting of the year. Our Executive Director, Martha Phillips, and our GDA President, Dr. Marie Schweinebraten, will be here for their annual visit. This meeting is important because it informs you about all the developments at the GDA and gives you insight on the upcoming legislative session. You really hear and see all the hard work done by all these people.
Continuing Education is an important member benefit. You will have an opportunity to receive credit at the September meeting. Likewise, if you attend all the district meetings and the Doctor/Staff meeting on October 29th, you will have earned approximately 17 hours credit. It is a great benefit - Take advantage of it!
Let me mention membership. Retention of our current members is important. Whether you choose to participate or not, you are needed. Please consider volunteering when called. It can be a great experience. We also are looking "for a few good new members". We welcome new members to continue our growth. Please call someone new, pick them up and bring them to this meeting.
Finally, it is my honor to have the opportunity to serve as your president. Please call me if you have any questions or concerns regarding our district. See you on September 23rd.
Professionally,
Jay

Proposed Additions to our CDDS Bylaws:
(vote to be held at Sept. 23rd meeting)
A: C.D.D.S. officers as defined in Article III of the C.D.D.S. Constitution shall attend at least three (3) out of four (4)
official quarterly meetings of the C.D.D.S.
B: Attendance at these quarterly meetings shall be part, but not all, of the proper duties of an officer. Officers and Delegates are expected to attend the G.D.A. Annual Meeting.
C: C.D.D.S. Delegates and Alternate Delegates to the House of Delegates of the Georgia Dental Association are expected to attend each regularly scheduled G.D.A. House of Delegates meetings. Such attendance shall be considered evidence of Compliance with the proper performance of the delegates' duties.
D: Attendance at Central District Executive Committee meetings is expected of all CDDS Officers and Delegates. This is necessary for Elected Officers and Delegates to execute the responsibilities placed upon them by their society. Leadership that is informed of critical issues and gives it's input to the direction of the CDDS is essential to effective leadership.
The failure of a C.D.D.S. officer or delegate to attend a required meeting shall be viewed as non-compliance with the duties of the particular position, unless:
(1) The officer or delegate submits an explanation of absence to the Secretary/Treasure of the C.D.D.S within thirty (30) days of the missed meeting; and, (2) The explanation is approved by a two-thirds (2/3) vote of the C.D.D.S. Executive Committee at the next official Committee meeting after the absence in question.
If the absent officer or delegate does not submit an explanation of absence from a mandatory meeting within the thirty (30) day time limit, the C.D.D.S. Executive Committee may declare the officer post or delegate position vacant. The C.D.D.S. Executive Committee, if it declares the particular position vacant, shall then name a C.D.D.S. member dentist to fill the vacant post until the next scheduled election is held.

----------------------------------------
On the national scene. The Patient Protection efforts of Charlie Norwood are receiving a lot of attention from the business communities in the form of pressure from Chambers of Commerce(local and national) and Large business interest. This legislation is far from being accomplished. Despite the promised support from Republican leadership early in the process, Charlie finds himself without support from his party. He is committed to the bill and we must be active in the process.
Write all of Georgia's Republican Congressmen and urge their support for the Norwood-Dingell Bill. Be ready for an all out battle to keep Charlie in Congress next year. A lot of people will be after him for carrying our patients' banner.
